COA Provincial Satellite Auditing Office in Eastern Samar inaugurated

To maintain the independence that fosters integrity among its ranks, the Commission on Audit planned for the total withdrawal of auditors residing within auditee-agency's roofs by building Provincial Satellite Auditing Offices (PSAO) nationwide.

The PSAO for the Province of Eastern Samar located at the Capitol Site in Borongan City was recently inaugurated with COA Chairperson Michael G. Aguinaldo and Commissioner Roland C. Pondoc leading the ceremony which included the unveiling of the PSAO marker and the ribbon-cutting ceremony.

Chairperson Aguinaldo highlighted the building as a symbol of independence and the Commission's initiative to detach residency from client agencies but emphasized that this does not sever COA's partnership with the local government in nation building. Consequently, the Chairperson reiterated his principle that auditors are partners and enablers of government in perfoming their mandates better.

This was echoed by Commissioner Pondoc who also administered the COA Integrity Pledge ceremony to strengthen integrity, independence, and professionalism among COAns..

Provincial Governor Marcelo Ferdinand A. Picardal recalled that he was then the Vice-Governor and the Sangguniang Panlalawigan Presiding Officer when they unanimously approved the resolution authorizing former Governor Conrado B. Nicart, Jr. to enter into a Deed of Donation with the COA, for the construction of the PSAO building. He said that donation was the first in the Provincial Government.

The Governor said that the rehabilitation of the Governor's Residence, located within the Capitol vicinity, was inspired by COA's generosity and compassion in providing a temporary base for its personnel away from home as the residence will likewise be available to traveling local officials and employees from far-flung areas of the Province caught late after their transactions.

The construction of the PSAO lasted twenty-five (25) months from the breaking of its grounds until the soft-opening on March 15, 2019, that signaled the occupation of the newly constructed building for the purpose. The event was graced by Regional Director Lita E. Diez and Assistant Regional Director Felix M.
