Developing Governance Framework on DRRM

The Commission on Audit (COA) conducted a disaster risk reduction conference on July 30, 2013 at the COA Professional Development Center with the objective of 1) providing information on the legal framework of Disaster Risk Reduction and Management (DRRM) in the Philippines and 2) of gathering inputs for the development of accounting and auditing guidelines on the receipt and utilization of disaster related funds, regardless of source.

It was also a medium for COA auditors, professional and peoples’ organization as well as development partners and international financial institutions to share and exchange information and best practices that may be of important use in the preparation of accounting and auditing policies and guidelines regarding disaster related funds.


The conference was attended by at least seventy five (75) participants which included COA auditors, representatives from donor agencies such as Australian Agency for International Development (AusAID) and United States Agency for International Development (USAID), civil society organizations, professional organizations and private institutions such as the Ateneo School of Governance, Philippine Institute of Certified Public Accountants (PICPA) and ABS-CBN Foundation as well as representatives from international financial institutions such as the World Bank (WB) and Asian Development Bank (ADB).

Various experts from the Office of Civil Defense (OCD), Department of Interior and Local Government (DILG), Department of Budget and Management (DBM) also shared their inputs regarding DRRM.
